Series I: Charters, 1857-1925

This series contains the original petition for a charter and the court's action on that petition. Also included are renewals, terminations, and amendments of charters. Charters were often granted "in vacation" or during special court sessions set aside expressly for that purpose. This series contains only a small percentage of the many charters sanctioned in Troup County. A complete indexed listing of charters filed from 1890 to present can be found in the charter books of the Superior Court. Charters of the 19th Century were listed in the Superior Court minute books and can thus be found in their indexes. Beginning in 1915, charters were filed among the "S Cases" and are indexed in the "Index to Disposed Cases" volumes. Those dating after the mid-1970s can be found with the "Disposed Cases" or with separate Charter files.

Series II: Grand Jury Presentments, 1830-1916, 1926, 1936-1937

These documents can be interpreted as "state of the county" reports. Twice a year, the grand jury would meet to formulate their recommendations and then publish them in a local newspaper. The presentations were also recorded in the appropriate Superior Court minute books. These items contain invaluable information regarding the mood and condition of the county's government, economy and general welfare of its citizens. The grand jurors assess the county records, rate the performance of county employees, comment on the moral condition of the citizens, and discuss the physical state of county roads, bridges and buildings. The statements can be rather candid and are quite often political in nature. While dealing specifically with Troup County situations, opinions on national or universal problems are also voiced. County expense receipts, road and bridge construction contracts, labor contracts, and other "housekeeping" material are also found with the presentments, most notably for the years 1880-1885. Grand Jury Presentments can also be found with Superior Court Civil Case records of the twentieth century.

Series III: Land Lottery Fraud, 1827-1834

These documents are an extremely vital set of Superior Court writs which date from the very beginning of the county. They shed light on the original division and white settlement of the ceded Indian territory comprising Troup County. Following the land lottery of 1827, lottery grants were issued to the fortunate drawers. Almost immediately, the validity of some grants was challenged. Fraudulent claims of military service and failure to meet residency requirements were the most common challenges. 88 grants in Troup County were challenged.
An intact land fraud case consists of the following items: a sworn affidavit claiming that fraud has been committed, the Scifa or writ issued by the Superior Court compelling the defendent to appear in court, and a set of interrogatories propounding both the plaintiff's and defendant's positions. The usual format of these cases is set out as The Governor of Georgia on the Information of John Doe vs. Richard Roe, therefore a case could be indexed in the record or minute book under the State vs. Richard Roe, John Doe vs. Richard Roe,The Governor vs. Richard Roe, or the actual names of the informant and defendant could appear.
If fraud was substantiated, a court-ordered partition occurred. The plaintiff (or informer) would then be entitled to half the property, while the other half reverted back to the state of Georgia. In the event of such a partition, the appointment of a body of commissioners chosen to divide the land and their subsequent return would also be included. Plats, deeds and sometimes the original lottery draw complete these cases.
Land lottery cases were first heard in the Superior Court during the July yerm of 1827 with additional suits being filed until the end of the September 1830 Term. The interrogatories, however, date as late as 1834, since the wheels of justice sometimes ground slowly in the "frontier" town.

Series IV: Naturalizations, 1842-1908

Prior to 1908, Superior Court judges retained the power to grant United States citizenship to eligible aliens. A complete set of naturalization papers includes the affidavit of intention, the application itself, character references, the oath of allegiance, and the judge's order granting citizenship; however, for some applicants there may be only one document. It generally took several years to gain citizenship. Naturalizations were also recorded in the minute books of the Superior Court. Some naturalizations appear in minute books but can not be found in the loose papers. Most petitions contain helpful personal information about the applicant, e.g., date and place of birth, route of immigration, length of residence in the United States and Georgia, occupation, and physical description including hair, skin and eye color.
